In the summer of 2013, the City of Baker City had a cryptosporidium outbreak in their water supply. Baker City residents drink unfiltered surface water and a new water treatment facility was required to meet Environmental Protection Agency Long Term 2 Enhanced Surface Water Treatment rules requiring removal or disinfection of cryptosporidium by October 1, 2016. The new facility was constructed at the site of the existing Water Treatment Plant.

JWF was selected as the Construction Manager/General Contractor to construct an owner-supplied Ultraviolet (UV) disinfection system and ASR Booster pump system, UV building including process and electrical rooms, electrical power and control systems, heating/ventilation/plumbing systems, electrical and control improvements at an existing chlorine building, and various site and security features including landscaping, access road and parking area.
